The fundamental question "how do occurrences happen and what do we do about it" needs to be answered in sensible, practical means. High level strategy must incorporate implementation and regular review. The planning and management of safety within any organisation is key to its long-term viability.

A Safety Management System (SMS) provides the framework, controls and processes by which risk is assessed, managed and documented (thus assuring that the safety of a project or operation is fully demonstrable). Any SMS will only work if it can proactively respond to the environment it strives to control. The challenge of keeping things moving safely on a day to day basis should be facilitated by the strategic plan, but it particularlyBuying in to the process is essentialdepends on the responsiveness of the organisation's frontline. Safety Management assists in protecting an organisation, its workforce and the travelling public.

Quite often complacency or confusion sets in as a result of multiple definitions of safety culture and safety management which lead to expectation and support of existing safety behaviours. "Buying in" to the process is essential - participation increases that ownership. Early interventions are effective and, of course, managers must 'walk the walk'.
